You're looking for internal {sumti} attached to a {tanru} with
"{be}"/"{bei}"/"{be'o}," which is covered in chapter 9 of *Lojban for
Beginners*. In this case, assuming that you want to say "sticky ribbon
sticking to cloth," then according to jbovlaste, you need to fill the x3 of
"{nipsri}." This can be done with "{lo nipsri be fi lo bukpu}."

x2 of "nipsri" is the material the tape is made of; x3 is what it sticks to.
You can say "lo nipsri be fi lo bukpu". However, if you're talking about the
stuff that joins two pieces of cloth when you heat it with an iron, the
essential feature of it is that it has to melt to be sticky. So I
suggest "rumnipsri".
