    {ni'o ta'o coi py} parses
    {ta'o coi py i broda} parses
    {ni'o ta'o coi py i broda} does not parse.

    I propose

    text-part-2 <- (CMENE-clause+ / indicators?) free*

    change to

    text-part-2 <- NIhO-clause* (CMENE-clause+ / indicators?) free*

    That still leaves {ni'o ta'o coi py i broda ni'o ta'o co'o py .i brode} out.

    I think a better fix might be to make the empty sentence one of the
    options of "fragment", instead of having it at the text-1 level.
