The problem with that is that you have to lift your eyes from what you
are reading and then come back to it again, very annoying if you have
to keep doing it all the time. Also using the scroll buttons with a
touchpad is not the most comfortable thing.
The other option is to go into edit mode, then the arrows will work as
expected and you can move around the document. But this option is not
available to those without editing privileges, and it doesn't seem
like the best design if it forces you to go into edit mode when you
have no plans for doing any editing.
I understand they are still developing this system, so hopefully they
will fix this "feature".
