I think so. Lojban protocol cares not how 'systematically' people create their sentences.

Even if You're writing a book it's advisable to put an {.i} where {ni'o} is not used — after the title, before the tagline for example.

No, {.i} is a bridi seperator, so it's only needed between bridi. It's
perfectly acceptable at the start of an utterance, and probably simpler just
to include it always out of habit, but it's not required.

But in the case of a conversation the whole discussion can be taken as one utterance, bridi coming after bridi; no?

Can be, but does not have to be. Either way works. You can use the
.i if you want, or omit it if you want.
