fi'e or fi'i or other?

I noticed the xml from jbovlaste states fi'e is "finti modal, 1st place
(creator) created by ...". However, fi'e is also a rafsi for finpe. Should
the "finti modal ..." actually refer to fi'i, the rafsi of finti? If so,
what of the fact the file states fi'i is a vocative indicative of
hospitality/inhospitality?

{rafsi} and modals are -entirely- different things. Modals (and in fact any
cmavo) loosely based on the structure of a word are just that - loosely
based on the structure of a word. The rafsi listed in the gismu list are
intended to be used as the building blocks for lujvo. If they mirror a modal
of the same word, it's a happy coincidence.

{fi'e} is definitely the modal for {finti}, and {fi'i} is definitely the
vocative for hospitality. The rafsi {fi'i} of {finti} is just that - a rafsi
of {finti}. You could maybe make a lujvo with something like {sutra} -
{sutfi'i} is in jbovlaste I think and it means "to make something up on the
spot". Likewise you might make a lujvo with {fi'e}, the rafsi for
{finpe} - brafi'e
- barda finpe, large fish.

In short:

{fi'i do} - welcome to you!
{.i ti zdani fi'e do} - this is a house created by you
{.i mi sutfi'i} - i make things up on the spot
{.i ta brafi'e} - that is a large-fish

Rafsi and modals are separate things.

I do try to use IRC when I can, yes. I've just not had a chance to install
